National Project Steering Committee (NPSC)
The primary function of the National Project Steering Committee (NPSC) is to advise about the progress and the achievement of outcomes of the project. The NPSC will monitor and review the project status, as well as provide oversight of the project deliverables.
The composition of the National Project Steering Committee (NPSC) has deputies of the following organisations:

- Animal and Plant Health Regulatory Directorate (APHRD)
- The Royal Netherlands Embassy in Ethiopia as representative of the Ministry of Foreign Affairs/ for Development, the Netherlands
- African Union Commission (AUC)
- Food and Agricultural Organisation of the United Nations (FAO)

- Drug Administration and Control Authority (DACA) of , Ministry of Health)

Project Management Team
The Project Management Team consists of a National Project Coordinator (NPC), a Chief Technical Advisor (CTA), a coordinator for FAO Technical Cooperation Programme (TCP) an FAO Technical Backstopping Officer and a Financial Officer assigned by MoA. MoA as the lead Ministry of this project has the overall responsibility of executing of the project.

Work packages
Management
The management part of the programme focuses on the general activities of the Programme and the project management. It covers the overall responsibility and the daily project coordination as well as the communication with the stakeholders, Ministries and the donors (e.g. reporting). Stakeholder meetings and annual progress workshops for the different work packages are organised and spin off of the project in other African countries is also included.

Pesticide administration
Pesticide administration focuses on strengthening the pesticide administrative registration system of the Animal and Plant Health Regulatory Directorate (APHRD) of the Ministry of Agriculture of Ethiopia and to train the Ethiopian staff. It covers both the organizational as well as the administrative aspects of the system.
It aims to develop the capacity at the APHRD to apply the developed guidelines and procedures. The Work package will result in a procedure manual, an updated application form, a website, a standard computer software for the administrative handling of the registration process (PREMAS) and guidance on decision making. Also equipment will be purchased and the pesticide registration and control board will be established.

Dossier Evaluation
Dossier evaluation focuses on developing guidelines and procedures for the pesticide registration in Ethiopia in a scientifically underpinned way and as specific as possible for Ethiopian conditions. It covers the aspects of efficacy assessment, human health risk assessment (including occupational and consumer health) as well as environmental risk assessment. It aims to develop the capacity at the APHRD to apply these guidelines and procedures. The Work package will result in an evaluation manual plus software tool for the Animal and Plant Health Regulatory Directorate (APHRD) of the Ministry of Agriculture of Ethiopia. The user-friendly software tool operationalizes the guidelines and procedures for human health risk assessment and environmental risk assessment; all basic pesticide data can be entered in it and these will be used for the risk estimates.

Sustainability or Program
Sustainability of the programme covers the development of an institutionally, legally and financially sustainable pesticide registration and post registration system; the development of a permanent information exchange platform with the regulated community; the development of a technical and scientific support platform which will provide long-term input into the national pesticide registration and post-registration system.

Impact assessment
Impact assessment of the new developed systems will be done by executing a study on environment, health, knowledge of pesticide users and knowledge of professionals like retailers and pesticide users. A study will be conducted during the implementation of the new developed systems (baseline study) and a study will be conducted 5- 10 years after implementation of the new systems, the so called impact study.
